HMRC have announced that although EMCS will be live in the UK from 1st April, it will not be possible to access the service to see or respond to messages relating to goods from Member States using EMCS until 6th April.
This is due to routine maintenance of the HMRC online systems which takes place every year during the first weekend of April. When the system is available again on 6th April, messages relating to consignments received between 1st April and 6th April will be in your inbox awaiting action.

The latest timetable for implementation of EMCS was published in a newsletter dated December 2009.
From 01 April 2010, you must be able to receive notification of goods intended for you and discharge those movements electronically using the EMCS. Transitional arrangements will be in place until 31 December 2010 to allow traders who are unable to send electronic notifications to continue to use the existing paper AAD system. These movements will continue to require a paper certificate of receipt (copy 3 AAD) to be completed and returned to the consignor following current procedures.

i2i are now working on a development project for our EMCS service which will provide a solution for our existing customers and also for any other organisations who need to use EMCS from 2010. Our timescales for the project are as follows:
1. To have our message module ready for testing when HMRC commence testing in January 2010
2. To have all our customer ready to use EMCS FS0 by the HMRC planned to go live date of 1st April 2010
3. To offer a service to non i2i customers which can receive data from their software systems, as well as a manual entry system, by the HMRC planned go live date of 1st April 2010.

i2i attended the Information Seminar held by the HMRC EMCS Project Team last week. An outline of UK requirements for this service was presented at this meeting and key milestones were identified as follows:
1. The UK specification is expected to be ready by end October 2009
2. HMRC testing will commence in January 2010
3. FS0 (see article below for details) is planned to go live by 1st April 2010. No decision has yet been made as to whether manual submissions will continue to be allowed after that date.
The i2i project team are working in line with information being released by HMRC, to ensure that our GTA customer have an integrated EMCS option.

HMRC are currently carrying out a volumetric survey to establish the use of AAD and W8 documents in the UK.. i2i are carrying out a similar survey amongst our customers to establish the demand for EMCS.

i2i attended the Excise Movement Control System (EMCS) developer forum at Somerset House, London. The event, organised by HMRC Software Developers Team, covered items such as the Local Testing Service, general overview of technical changes and agreed timescales. HMRC has made staff available to answer any technical questions in order to assist service providers such as I2i.
i2i will continue to monitor developments by HMRC and are now working on a project plan to ensure that our customers are ready for the new system once it is available.

The UK will not be adopting 'Initial Member State' (IMS) status in relation to the implementation of EMCS at the 'go live' date of 1 April 2010.
The UK will implement FS0 from 1 April 2010. FS0 contains the functionality required to handle the destination side of electronic movements, enabling the quick return of the ‘report of receipt’ (copy 3 equivalent) to discharge the movement.
The UK will now implement FS1 with effect from 1 November 2010. FS1 contains all the functionality of FS0 plus the dispatch side of electronic movements, predominately the submission of the electronic AAD (eAD), the ability to cancel the movement and change the destination.

EMCS is an electronic EU wide system which will supplement the paper-based Administrative Accompanying Document (AAD) for excise goods within the EU. This is intended to provide better management and control of intra-EU duty suspended movements of excise goods, and to simplify procedures for warehousekeepers.
The "electronic AAD" will enable electronic messages containing specific consignment and movement information to be exchanged throughout the EU, from the time the movement begins to receipt of goods at destination. EMCS will link over 80,000 traders with 25 national administrations across all EU Member States. Each member state will develop its own national EMCS application which will connect to all other countries though a central domain maintained by the European Commission.
